Acceptable Use
What buyers, sellers and everyone else may and may not do on LeadsByCity, and what happens when the rules are broken.

This page describes, in plain language, how LeadsByCity works today. It has not been reviewed by a lawyer and needs legal review before launch. Parts marked “Not written yet” are still to be supplied.
1Rules for everyone
- Keep deals on the platform. A deal made elsewhere has no escrow and no protection.
- Do not pass email addresses, phone numbers, links or messaging handles in chat before an order exists. The chat hides them, and repeated attempts are flagged.
- Do not create fake orders or trades to move money. Seller ID checks, limits on new accounts and monitoring for unusual patterns exist to catch this.
- Do not leave reviews for orders that did not really happen. Only the buyer and seller of a real order can review each other.
2Rules for buyers
- Do not copy or capture a file in the protected viewer: no screenshots, photographs, screen recording, typing rows out or automated tools.
- Do not load the viewer with scripts. It shows 50 rows per page and allows 60 page views per order every 60 minutes. Every view is logged.
- Do not use the data while a problem report is open. Control records show when a copy has been used.
- Do not report a problem that is not real.
- Do not resell, share or publish a file you bought.
- Follow the email and privacy rules of the countries you send to. The buyer compliance guide is a starting point.
3Rules for sellers
- Sell business-level data only, and nothing on the prohibited list.
- Sell only files you have the right to sell. Do not resell a copy of someone else's file.
- Describe each file truthfully. The row count has to match the listing within 1%.
- Do not upload the same prohibited file again after it has been rejected. Repeat attempts mean a ban.
4Using the data for outreach
The lists are sold as local business prospecting data: for contacting businesses about business matters. How you send is your responsibility, and the buyer compliance guide explains the main rules.

Any further limits on how purchased data may be used, such as specific kinds of campaign that are not allowed, are for the owner to decide.
5What happens when the rules are broken
- A problem report can be rejected.
- A listing can be removed.
- A payout can be withheld.
- An account can be banned. A banned account can still sign in and read its history, but it cannot buy, sell or chat.
